**UNTIL FURTHER NOTICE, PASSPORT ACCEPTANCE SERVICES ARE BY APPOINTMENT ONLY.**
Syracuse City Recorder’s Office is a Passport Acceptance facility designated by the U.S. Department of State’s Bureau of Consular Affairs.
Passport Hours
Processing hours are from 9 to 4 p.m., Monday through Friday (closed major holidays). Please call to schedule an appointment during these hours. Please arrive prior to 4 p.m. for same-day application processing. Applicants are encouraged to complete all application forms prior to arriving at City Hall.
- All applicants must appear in person at time of application.
- Applications for children 16 and 17 years of age require the presence and signature of one parent.
Applications for children under 16 require the presence and signature of both parents. If the second parent is not available to sign, the appearing parent must present evidence that he/she has:
- Notarized written consent of the other parent for the issuance of the passport Form DS-3053
- Sole legal custody of the child
- Written statement explaining why non-applying parent's consent cannot be obtained
These are the items and documents you should bring with you to submit your passport application.
- A color passport photo - must be taken within the last six months
- Photo service available at Syracuse City. Review Department of State Passport Photo Guidelines HERE.
- Completed application
- Evidence of citizenship which may include:
- Certified Copy of Birth Certificate
- Naturalization papers (must be submitted with application)
- A previous passport
- If a child under 16 has a previous passport, additional Evidence of Citizenship is still required.
- Proof of Identity, such as:
- Government, military, or state identification card
- Previous passport
- Valid driver license
- Social Security Number
All fees are regulated by the U.S. Department of State - Bureau of Consular Affairs. These fees, payable to the U.S. Department of State are mailed with the application and must be in the form of a check or money order for each individual application.

Passports Books are valid for all land, air, and sea travel.

Passport Cards
Passports Cards are valid for land border crossing or sea ports of entry from Canada, Mexico, the Caribbean, and Bermuda.
